As to Bush's record, with his approval rating
now below 30%, I doubt there's anything he can do to restore his legacy. 28% is 6 pts
below Jimmy Carter's end-of-presidency approval, and only 4% above Richard Nixon's worst ever
end-of-presidency job approval.
