I have never heard of that, if you could provide the name and author of this book I would appreciate it because those are some very serious accusations, I know that circumcising young girls is very common in the muslim world but I have not heard of this despicable practice taking place in Christianity. Anyways, on to what I have heard on the subject. I cannot recall any verses in particular but from I do remember is that there is nothing wrong with the act of masturbation. If you are single then it could be okay but if you are married then it might be wrong if you are thinking about someone other than your spouse because of a verse I remember that said something like this, if you lust after another woman than you have already committed adultery with her in your heart.
