The hemp paper is stronger, whiter, and easier to make, too.
Industrial hemp is utterly worthless as a drug, and if its pollen makes it to someones marijuana crop, it will greatly reduce the potency of the offspring. If hemp were a popular crop, marijuana production would probably have to be conducted in a very controlled environment.
The appearance of the two is quite dissimilar, so it's not like you couldn't tell what was being grown.
