Its not really necessary to walk around with no gear on, how would you feel if you were in an elevator going up to work, and a guy or girl stepped in totally naked and smiled at you without saying anything, or didn't smile at all, can you honestly tell me you wouldn't feel apprehension?
The menace comes from people knowing this is unappropriated behaviour, there is no need to be naked, wearing clothes is in fact better for you, and a lot more interesting than not to.
Thus the feeling of menace because the person could be be deranged to be naked in a situation where he/she shouldn't be.
