If by foul mouthed weaklings, you mean people who persistently verbally assault you, they are not protected: they can be charged with harassment.
If by foul mouthed weaklings, you mean people who are loud and disruptive in public, they are not protected: they can be charged with causing a public disturbance.
If by foul mouthed weaklings, you mean people whom you happen to find annoying, then yes, they are protected and rightfully so.
