Psychologically speaking, water is frequently associated with sex. From dream interpretation to chain e-mails, it has proliferated much of history as representing copulation of some kind.
The mermaid was originally the same as the siren. Both lured you to your death in the sea.
Conceptually, in a place where you were surrounded by something sensual (ocean, lake, river, etc.), the object of sexual release appears to you.
To link the women to the water at a time when the idea of "water spirits" was too vague, the women were thought to be fish of some kind.
