If a weapon is an individually operated weapon that is not
WMD, it is legal. Therefore, a suitcase nuke would be
illegal, but any individual weapons that are not WMD would be legal, with responsible use.
Just because an arm is legal, does not mean every use of that arm is legal. It is illegal to
initiate force against another human being.
