Absolutely. Gameplay makes the game, not graphics. Look at the top games of ALL TIME - things like Tetris, Pac-Man, Super Mario Brothers, etc. Those games didn't sell millions because of incredible graphics, they sold because of fantastic and revolutionary gameplay.
