Well, with your qualification of "most" ahving a better fighting chance, you're correct, but that's not true for all. I would also hazard to guess that most anyone under about 150lbs doesn't have much of a fighting chance if they're targetted.
And, as long as we accept, and possibly even implicitly encourage, prison rape in this country we have no right to question such an occurence in any other country. You are absolutely correct that what happened in Brazil was reprehensible. But, so is what happens in this country.
There is no real difference except possibly one of quantity, not quality.
