There is such a thing as hate speech, but I'd say it was limited to speech given in a rage directly at the intended target.
As in, I
F BOMBing hate you, and I'm going to sand your
F BOMBing face off on the concrete when I lay my
F BOMBing hands on you.
Particularly if the person voicing the opinion carries through on the threat.
That's hate speech.
