Children should be corrected. The manner in which this is done is a matter for a different argument. Wives are a totally different situation. Wives are generally just as capable as their husbands, with variation on both sides. No one should be "beaten". But wives shouldn't be corrected as if they were children either.
Furthermore, based on the fact that these people are talking out in the open about the best way to do it, I would think that the practice is fairly common.
