No, it should be understood that the school is usurping the role and authority of the parents. It is never a government's place to dictate what people can or cannot ingest. While school is not the time or place to be engaging in commerce (because kids are supposed to be learning the government's propaganda), it seems to be the most natural thing for commerce to occur. Thus, when government tries to ban certain substances an underground marketplace arises (the black market).
