Overkill if you ask me. They permit the jail gaurds and everyone else to smoke, but none of the prisoners....
You sure as heck can't tell me this is for their health.... | Prisoners are in prison to be punished: why do you presume that they're entitled to engage in behaviors that people who are not prisoners get to engage in?
