| I don't think it was so much as him having his "wagon hitched to Bush." I think he wanted to hold to the power he had as long as he thought it would hold out.
Obviously, we cant take anything Rove says at face value. So there is some doubt to the decision for him to leave. My first statement is the only reason i have to beleive he did not choose to leave.
