When the Republicans (Nixon) got back into power, they tried to get rid of the programme. Then Carter promoted it again. Reagan, naturally, saw it as a means of lining his business buddies' pockets. Etc.
Obviously, if the US sent something other than bombs into places like the Middle East, it might start repairing some of the incredible damage that the Busheviks have done to its image around the world.
The sort of damage that made me think, when I saw this thread's title: "Wait a sec, American diplomacy is a contradiction in terms."
