My point was simply that it's up to the town to set their policies regarding use of the public address system, and to apply the policy without preference to any organization. If the policy of the town is to use the equipment solely for city sponsored events, then, no, the local mosque, church, Kiwanis, etc., should figure out an alternative way to meet their needs. As to whether the call to prayer creates a public disturbance is a matter best addressed by local ordinances, not the US Constitution.
