Not in our system. They knew the consequences prior to committing the offense and decided to do so anyway. They get to live with their decision. It is in fact a part of their punishment.

States disenfranchise ex-offenders who have fully served their sentences, regardless of the nature or seriousness of the offense. In eight States, a pardon or order from the Governor is required for an ex-offender to regain the right to vote. In two States, ex-offenders must obtain action by the parole or pardon board to regain that right. In at least 16 States, Federal ex-offenders cannot use the State procedure for restoring their voting rights. The only method provided by Federal law for restoring voting rights to ex-felony offenders is a Presidential pardon.

As far as sexual offenders are concerned, we need to standardize laws governing them from state to state to ensure that we can keep track of them. Contrary to your assumption, I do endorse a national registry which should include more then just type 3 offenders. History has proven that this a incurible plague that has become way to prominent in our society.
