You need to back this claim up in the OP story or some other source. The Fox News piece said nothing about Iraqi legislators choosing August because the war is going so well in Baghdad and elsewhere in Iraq.

In any case, even if your claim were true, Bush advised against this vacation while American troops are fighting and dying in Iraq, and especially weeks before the pivotal September "surge" report. Taking a vacation now makes no sense politically IF the Iraqi politicians want Bush to keep US troops in their country. It seems that they may not need us after all......
