The nation should protect itself from foreign as well as domestic enemies.
The CIA has pulled some of the most heinous crimes aganist foreign nations in the past and to this day. Their actions in Southeast Asia, South America and the Middle East has made the U.S. less safe and always ends in disaster. Now if that is the "normal" way of operating then their doing a bang up job.
