| A promising compromise could well be to divide responsibility for health checks between the prostitutes and their customers. The prostitutes would be required to have a checkup every few months, while the customer would have to provide proof no older than one year that he/she is free of all STDs and infectious diseases. Coupled with another regulation making the use of condoms necessary in brothels, etc., I think the process could become relatively safe.
