This is absurd. They aren't
"monitored" now. The authorities don't report illegals to ICE when they stop them for traffic violations now so what makes anyone think illegals could be held responsible for any serious law infractions. What makes you think they would carry mandatory insurance when they could merely disappear back into what Sen Kennedy calls "the shadows" after an accident that seriously hurts or kills someone?

illegal immigrants. And if they will "drive anyway" without the proper documentation, they should be prosecuted by the law like any citizen would be when driving w/o a license or insurance.
