Its not clear how much of a burden the undocumented are, we really can't be sure how many there are, they are indistinguishable from other immigrants when they make use of anything that would make them a burden.

If we go by the use of public services the lower class has, we'd come up with a higher burden than is likely in a community which is often unaware any service is available and more concerned with avoiding detection if asked to identify himself when seeking any services.

Once undocumenteds are legalized, they may have access to some public services, though this may argue against his bid for improvements in residency status. Being a ward of the state is grounds for deportation, the likelyhood of becoming one an absolute bar to admission.
