Rights are not granted by documents or governments. According to the DOI and the Constitution, they are inherent "unalienable rights granted by the creator......and we hold these truths to be self evident". I don't know how to write it any other way.
Are you dense or just being obstinate? I prefer to think the latter but your last few posts have me guessing now.
