Well, honestly I don't know. It was a new term to me, but it seems widespread if you look in the areas that would be inclined to have such information.
My "stuffing machine" does exactly that. It cuts, stuffs and packs tobacco into a pre-formed, factory style filtered tube.

Agreed. There isn't much force that can compare with that wielded by government as far as the ability to "impose fear".
