They will drive the ships delivering cargo to other countries.
They can have some of the cargo (depends on how much they can steal and forge forms). For example, if you deliver 4000 loafs of dried bread to Algeria, you can steal 100, fake a form saying the 100 were stolen by unknown source, distribute amongst your crewmen to "bribe" them (and kill anyone who doesnt take the bribe), then get richer!
