I agree with you Dee!
I think the original idea behind not drafting women was pretty simple. Historically, wars have killed off a large population of men. One man can make many children to repopulate, women, on the other hand, it takes nine months to make a child, plus longer if she's breast feeding.
Also, in 1940, times where very different. When this bill was passed, women couldn't even vote yet. Correct me if I'm wrong, but I'm pretty sure they couldn't vote until 1948.
