They now have a " neutron " bomb, this bomb, as the atomic bomb, is detonated 1500 - 1700 ft. above the intended area. It kills everything living, everything, but doesn't destroy houses or buildings and after a few hours the bombed area is totally safe to be in. Not exactly what your referring to but quite effective.
