In spite of the fact that I've only been alive for 14 years, I've seen enough to know that, in most cases, the concept of blacks being victimized by racism seems to be perpetuated by small groups of the supposed victims (with exceptions), who forsake their culture. (Note I said "small groups", so I'm not generalizing >_<)
Also, most of the racism I see is constituted by a small clique of blacks at my school that looks, with disdane, at anything that could be interpretted as "white".
