True to some degree, but condoms are highly reliable in stopping the spread of HIV. With legalized prostitution, the prostitutes could be forced to take month HIV tests. That in itself would slow the spread of disease.

Legalizing marijuana would eliminate the illegal sale of marijuana, just like legalizing herion would eliminate the illegal sale of herion. Legalizing prostitution would eliminate the force prostitution, hence white slavery.
