In most cases (not all), rape is an act of anger, not lust or desire. The "tempting men" argument fails miserably in the face of say, American beaches, where hundreds of women are in bathing suits and none are being raped. You see, there is a thing called self control. Personally I think if the arab men spent more time with their women (single or married) they'd be too tired to be rallying in the street protesting this and that. The men spend way too much time with each other and not getting a little
consensual gratification with their women. Sex doesn't have to be evil when its consensual and you get rid of religious dogma. Its natural for pete sakes.
