Enron could not have rigged California utilities prices had not the state so royally screwed up the "deregulation" of the energy markets. It was like the Reagan "deregulation" of savings and loans that led to massive fraud and taxpayer bailouts.
Energy companies can rig markets but they usually require help. And, gas prices do typically fall after Labor Day. Must be a conspiracy.
