a lot of people actually make that distinction between the people and the government. i spent a good amount of time in germany and england earlier this year. the people were extremely welcoming to americans but had a whole lot of negative things to say about the american government (much like people here in the homeland). anyways, seeing as bush won the past election by getting 51% of the vote, that doesn't say much about the general public's approval of him being in office, let alone his policy.
