Wow, that sounds very libertarian of you, which is why I agree completely. Welcome to the forum. The only reason our current government would never do this, is it would encourage land ownership rights and individual responsibility, two things the government is slowly trying to abolish.

It may not be Pat, but it surely is part of it, and it surely is as unconstitutional as the complaints you have about this government.

The littany of offenses to the Constitution committed by this government range all scope of government authority, and then some. Social aid, and welfare programs are but one small piece of a large pie made of corruption, to extort operating money for the corrupt system under the guise of legality, rendering the voice and intent of the people useless.
