To answer the question actually requires a little more information, or should I say clarification. To say that having sex with an underage person is making the assumption that having sex is harmful. I would agree with this in most cases where size and/or physical development are at issue. But if there is no physical harm to be caused, where is the danger? In the realm of psychological harm? And what is the source of this harm if both participants consent to the activity? Perhaps the source of the harm is the damage done to the underage participant by the society telling them that they were wrong for enjoying the activity; that they were manipulated and taken advantage of; that they are a victim and can never be normal again.

Rightness or wrongness depends upon your perspective as it relates to human sexuality. If you are an apologist for the current archaic attitudes toward human sexuality, then I'm sure that you will feel that sex with an underage person is doubly dirty because it is a perverted variation of sexuality which is dirty to begin with. But if you consider sexual activity to be fun, and something to be shared by two individuals who want to enjoy each other and want to give enjoyment to each other, then there is nothing wrong with it.

It's only when society starts attaching all kinds of baggage to it that human sexuality becomes evil and something to be hidden away from "decent" folk.
