Meanwhile back to Florida, it could have been a construction mistake, as mentioned in the article. In my trade as a plumber, I could see where a hole could have been drilled in the right or wrong spot (for example) but didnt scrap the whole pipe, just laid it aside to use somewhere else. The drilled hole could have been facing away from the mechanic during construction but would show up when pressure tested. When doing a big job, I always pressurize pipes with air to test for leaks. It could be criminal mischeif, sabotage; or it could be a construction error. Maybe the foreman told a worker to drill and tap and install a pressure gauge at that point. But then the worker got re-assigned, halfway through. It could be purely innocent (but sloppy), in other words.
