When? The war on/of terror has only increased the number of terrorists. We have, by aggressively striking oil rich Mid East nations, only aided the al Qaida recruiters. There are more "terrorists" now than ever. They just dont have to travel as far to kill us now.
Dont think its all about numbers either, they know this current quagmire works to their advantage, (see Viet Nam). Quagmire Accomplished!
