| The only reason Stalin beats Hitler in the killing states is the length of time he had to do it. Stalin was head of the USSR for over two decades, Hitler barely had 12, and he didn't really hit his stride till the war started in '39. I'm sure if Hitler's reign matched Stalin's he'd outstrip him. It probably would have been a matter of pride to do so.
And the reason that Hitler comes up as most evil is that he couldn't keep his hands to his own country and just had to start wars. If he had kept to Germany (and Austria really) no-one would have stopped him. It's a good thing Hitler did keep pushing the boat out or else by the time we realised what he was up to it would have been too late to save any European Jew's or gypsies.
