The French authorities need to show the rioters and others so inclined will face consequences for their actions. The authorities need to be mindful whatever they do in the vicinity of Paris will be precedent setting. If they establish a perimeter, contain the rioters and just let them do their thing until there are no more cars to burn or shops to loot, it will be expected rioters elsewhere will be handled the same way.

I don't think this is a good precedent, I do believe the authorities should contain the mobs and I'd highly recommend deporting the foreigners. Rioters who've acquired French citizenship, unless they have retained some other citizenship, would have to be prosecuted under whatever laws apply. Those with dual or multiple citizenship should have their French citizenship removed (for incompatible conduct) and then be deported.
