I have long suspected that the Japanese were BLACKMAILED into sending troops. I believe they were threatened 'in the nicest possible way' with the with drawn of US troops from Japan to face the 'Red Menace' alone. Similar tactics probably applied to other nations. The appearance of an 'Alliance' was very important.
With how things turned out in Iraq, few are prepared to face elections with most anti-war, so the pull outs.
