It depends on how many samples you have and what sort of processing power is available to correlate things.

It would vary from individual to individual but it's not impossible to roughly "read someones thoughts". The main difficulty is that other than some general areas of the brain, details would vary a lot from person to person, so you'd have to expose someone to a lot of stimuli to correlate what areas match what inputs and build up a map for that person. I agree that it's not likely we have the technology to do this to great detail ... yet.

Like I said before, I think technology's gonna kill us first. It could also save us in many ways, though. As usual, I think decentralizing things is a good idea so that mistakes people make in one place aren't forced on others and that gives time for people to learn and adapt.

Here's something even spookier though ... instead of monitoring brain activity, what if brain activity could be stimulated instead? Sounds like a storyline for a new movie.
