| Well maybe they could take the bad guys out of circulation and maybe they couldn't. We've certainly witnessed stunning incompetence in the past (see Cray Brothers: "even the police began to sit up and take notice...").
And maybe (certainly) some perfectly innocent guys would be taken out as well (remember the Brazilian Tube-taker; remember the Birmingham pub bombing; remember all past fuck-ups and miscarriages of justice). This would be especially guaranteed if the public servants concerned had carte blanche.
Then there's the wee matter of rule of law. If they don't have to obey the law, why the hell (some might reason) should I?
