Flu occurs every year world wide, but not all years are considered epidemics or pandemics. I said it was an interpretation of how severe the event is. I do not think every world wide spread of disease is and epidemic or pandemic. I am not sure where to draw the line. I think SARS would barely make the grade for an epidemic. It's potential was more of a concern than the reality.
