| Well you make it sound like we were living in 1984. I am not advocating that personal information about the driver should be included but only information about the automoble it's self. Namely information that would alert police that the car was suspect relative to a current crime. (unless it is a rented car used by people here from another country who might be under FBI monitoring).
Private cars are not always operated by the named owner of the automoble.
Now many presciption drugs no have warnings that you should not use them while operating things like cars. And police might ask you about your medical drugs if they see you driving carelessly or if an accident happens. But I do not think that kind of information could be programed on a license plate by the DMV. That would be like as if each store or bar would send out an alert that you drank some booze so that the police could be informed that you might be driving under the influence.... hmmm?
