You seem to be discriminating on method rather than act. Is someone who jumps off a bridge to kill themselves less menatlly ill than someone who shoots themselves in the head or takes pills? I would say no. If they are truely suicidal then they could well be in control just they cannot stand the thought of putting the gun to their own head so instead they just pop out from behind the firing target and get hit, kind of a passive way to go.....or you could just look at futuramas sucide boothes as the way of the future.... :)
On another note...
I personally am a supporter of the theory of eugenics, not through the same method as hitler obviously but the theory in itself is sound.
