| I recall this being discussed a while back elsewhere and it seems evident Bush did not learn of the crash from what he saw on TV as video was not broadcast until after he was whisked away from that classroom he was visiting. I remember there was video of someone slipping up to Bush and whispering in his ear abruptly cutting the event off and it was said that was when he was told about the first plane crash. It was then suggested the lack of expression indicated Bush's prior knowledge, but we really don't know what it was the fellow whispered (maybe all he said was "time to go Mr. President").
I also don't see how suggesting he saw it on TV would be some "major" transgression, maybe he thought it would make him seem closer to the public since that's how the rest of the world found out about it -on TV.
