They were aware of the methods. However, bureaucracies are very slow in communicating information. Also, just because you know criminals use crowbars to break into places, doesn't mean you can stop all burglaries.

Probably? How can you judge the probability of this? Just because it benefitted them doesn't mean they caused it to happen.

By this you're saying that it's OK for "history" to judge these actions as appropriate if they're successful. It's contradictory to say that future generations can approve of those actions but we cannot. If the ends justify the means in your book, don't be ashamed to say it.
