i already answered this question.. i will not allow you to define the choices available for MY answer.
MY answer is that i don't care whether there is an increase or decrease. if you don't understand how my ambivalence means that i neither care if there's an increase OR decrease, i'll try to explain it better for you.
(edit: by the way. by citing quotes from clinton and kennedy, are you assuming that i'm a democrat, or that i even respect either of them???)
